Hello, Yes, these were issued for "Sonderkommando R" members stationed in Transnistria, occupied areas in and surrounding Odessa. After Einzatsgruppen D evacuated these territories in late 1941 and handed them over to Romania, thus forming "Transnistria", Himmler established a special unit to take care of the ethnic Germans now under Romanian control. They trained local militia who by 1942 were "skilled" in partisan hunting and of eliminating Jews as well. The "Sonderkommando R" (Russland Sud) consisted of about 500-700 men, formed by SS, NSKK, and DRK female nurses. Their main base was in Odessa and they consisted of about 11 smaller units each with an SS leader and a senior NSKK member in charge of the vehicles. By 1943-44 they were retreating back west to Germany and evacuated close to 150,000 ethnic Germans as well, before being overrun by the Red Army. Here are my 2 examples.
